Typically, the procedure works unlock jailbreak required, but due to a bug in iOS 5 the opportunity to make unlock your iPhone without jailbreak without connecting to a computer.

1) Insert the SIM-card AT & T's iPhone

4) Remove the SIM-card AT & T, then insert the SIM-card of your operator.
5) Verify that the Wi-Fi turned off, it is useful to click the "Forget this Network" setting in your Wi-Fi network.
6) Turn off Airplane Mode (iPhone should start looking for a network, then you'll see "Need Activation")
7) Once a message is shown to activate - you will find that activated EDGE (there was the letter E in the upper left corner)
8) Wait 20-30 seconds and turn off your iPhone.
9) Turn on the phone, you will immediately see a message stating that activation is required.
10) After some time to get one bar of signal level, as soon as there - click the "Use connection to the network"
11) Remove the SIM-card from the phone (not turn off the iPhone!)
12) You will see the activation message again.
13) Insert the SIM-card of your operator back.
14) Congratulations, you made the process of unlocking.
Note that after rebooting the iPhone you have to repeat the unlock procedure.
